March 1994 - A profile of Khun Sa, the region's most powerful and autocratic drug warlord and his 20000-strong army. The American Drug Enforcement Agency says Khun Sa's army protects his drug interests, but Khun Sa says it's to continue his fight against the Burmese. He proclaimed independence for his Shan land from Burma in 1993. Ho Mong, Khun Sa's headquarters, is the size of a small city. A thousand new army recruits, all children, parade through a maze of well planned roads, houses, schools, temples and hospitals. The soldiers, often just nine years old, are press-ganged into service - many will never see their homes again. If they run away one of their family is executed. In 1977 Khun Sa promised to stop the opium trade in exchange for independence from Burma. To prove his innocence Khun Sa shows the pits in the ground where drug addicts are reformed. But the whole area, from growers to addicts, relies on the drug trade. Throughout the 1960s to early 1990s, the Golden Triangle supplied most of the world's heroin. Even today, Myanmar and less so the Laos PDR produce significant amounts of opium. In 1988, HRH the Princess Mother expressed her desire to educate people on the background of opium in the Golden Triangle and elsewhere in the world. In Afghanistan it has always been a part of the culture there to grow opium poppies, as is true of Turkey, where over 100000 farmers grow it today legally.(6) However, the Taliban had all but wiped the crop out in Afghanistan in short order after they came to power until... the "war" in Afghanistan began. The justice, health, education, welfare, communications and transport systems have suffered badly. The harvesting of poppies and the increase in the drug trade is now a major problem. Afghanistan is responsible for more than 85% of the world's opium. UNODC (UN Office on Drugs and Crime) believes that although the systems are being implemented to tackle the problem, the production of opium is on the rise. The drugs trade is a major source of income and enables the Taliban, warlords and drug barons to maintain control of large parts of the country. As the most profitable cash crop, it also benefits poor farmers, and until there are viable alternatives, the poppies will continue to flourish. The confluence of myriad forces including the ongoing insurgency by the Taliban, the ubiquitous drug trade and a still-weak central government continue to hamper efforts at reconstruction and development. Ahmed Wali Karzai, the brother of the Afghan president and a suspected player in the country's booming illegal opium trade, gets regular payments from the Central Intelligence Agency, and has for much of the past eight years, according to current and former American officials. The agency pays Mr. Karzai for a variety of services, including helping to recruit an Afghan paramilitary force that operates at the CIA's direction in and around the southern city of Kandahar, Mr. Karzai's home. ... The relationship between Mr. Karzai and the CIA is wide ranging, several American officials said. He helps the CIA operate a paramilitary group, the Kandahar Strike Force, that is used for raids against suspected insurgents and terrorists. On at least one occasion, the strike force has been accused of mounting an unauthorized operation against an official of the Afghan government, the officials said. Mr. Karzai is also paid for allowing the CIA and American Special Operations troops to rent a large compound outside the city ? the former home of Mullah Mohammed Omar, the Taliban's founder.
