October 2010 The Mekong River is already being put to serious economic use by the Chinese, and now the Lao people are determined to do the same. But can it really pull the nation out of poverty, and at what cost? Until recently the 'Amazon of Asia', was one of the world's last untouched rivers, but plans for a series of 55 dams in Laos look set to change that. With the majority of the population of Laos living below the poverty line, the government claims that hydropower is the quickest way to raise living standards, anticipating revenue of $80 million a year. Yet as scores of villages are uprooted to make way for the development, traditional subsistence communities are struggling. "We used to rely on nature for our living. Now if we don't buy, we can't eat", complains villager Cham Pha. The new dams also pose a threat to the ecosystem, endangering several species. Weighing up potential development and damage, the Lao people face a tough dilemma: "I'm worried about the environment but I want our village to have electricity". The area that is now Laos was once made up of several small kingdoms, often a battleground between the more powerful Kingdom of Thailand and Empire of Vietnam. The states were first united under the French protectorate as part of the Union of French Indochina with Cambodia and the divided Vietnam of Tonkin, Annam and Cochinchina. In 1953 the country officially became the Kingdom of Laos but was soon torn by the war in Vietnam. At one point 3 different Lao princes led 3 factions; royalist, neutralist and communist. In 1975 the monarchy was overthrown by the communist Pathet Lao who declared the country the Lao People's Democratic Republic. The last King, Savang Vathana, died in a communist concentration camp. Khammouane or Khammouan (Lao: ???????) is a province of Laos, located in the center of the country. To the north it is bounded by Bolikhamxai; to the south, by Savannakhet. To the west is the Mekong and Nakhon Phanom Province, Thailand; to the east, the Annamite Mountain Range separates Khammouan from Vietnam. The vast forests of the Nakai-Nam Theun Biodiversity Conservation Area are an important watershed that feed many Mekong tributaries as well as form the catchment area for Nam Theun 2, the largest hydropower project in Laos. The Xebangfay, Hinboun and Nam Theun are the main rivers of the province. Plans to build a bridge over the Mekong, connecting Thakhek to Nakhon Phanom, are progressing. Construction is set to begin in 2008 and will take three years to complete. Hmong are also one of the sub-groups of the Miao ethnicity (??) in southern China. Hmong groups began a gradual southward migration in the 18th century due to political unrest and to find more arable land. A number of Hmong people fought against the communist Pathet Lao during the Laotian Civil War. Hmong people were singled out for retribution when the Pathet Lao took over the Laotian government in 1975, and tens of thousands fled to Thailand seeking political asylum. Thousands of these refugees have resettled in Western countries since the late 1970s, mostly the United States but also in Australia, France, French Guiana, Canada, and South America. Others have been returned to Laos under United Nations-sponsored repatriation programs. Around 8000 Hmong refugees remain in Thailand. In the early 1960s, the US Central Intelligence Agency's (CIA) Special Activities Division began to recruit, train and lead the indigenous Hmong people in Laos to fight against North Vietnamese Army intruders into Laos during the Vietnam War. It became a Special Guerrilla Unit led by General Vang Pao. About 60% of the Hmong men in Laos were assisted by the CIA to join fighting for the "Secret War" in Laos.
